Windows Mail Crashed

Windows mail crashed with the dreaded outbox screw-up. I have tried all
fixes suggested here that were posted but cant get it fixed it just gets
worse.

So is there a step by step way to back up my folders names and reinstall
windows mail and then add back the folders and mail?

Not sure what you mean by "dreaded outbox screwup".

There is a somewhat complicated procedure for 'resetting'
Windows Mail, see

Scroll down to the section "Problem Two".

An easier fix is to simply upgrade to WLM and be done with WM
problems for good:
