Windows Mail - Another Sending Issue

I can't send using Windows Mail. I've read a whole pile of threads and so
far none are relevent to me. Error message is

An unknown error has occurred. Subject 'test', Account:
'pop.presenttruth.ca', Server: 'smtp.presenttruth.ca', Protocol: SMTP, Server
Response: '421 Cannot connect to SMTP server 38.113.168.78
(38.113.168.78:25), connect error 10060', Port: 25, Secure(SSL): No, Server
Error: 421, Error Number: 0x800CCC67

It can't be because I'm on a different ISP as it's not relevent to this
address. I had Norton on awhile back but went to PCTools, I removed it and
started using avast as so many have recommended. I have removed the accounts
and recreated them. The email goes to the outbox but it is deletable so I
don't think it's an AV problem. Any other suggestions are very welcome.

Are you saying you're connected through presenttruth.ca all the way to
the server? If not, connections to port 25 are often blocked to cause
trouble for spammers.

Are you sure there is actually a server with that name? It doesn't
answer when I ping it.

Some servers won't respond to ping. Smtp.presenttruth.ca is one of those.
It did respond for me to a telnet connection on port 25.

I don't understand why you say "it's not relevent to this address."
Presenttruth.com obviously is not an ISP. Using an SMTP server other
than the one provided by your current connection provider (ISP) can
be problematical. Why don't you substitute your ISP's SMTP server?
Your correspondents will never know the difference.

Any ISP can block the use of port 25 to anywhere but their own SMTP server,
so that could easily be the cause of your problem.
