windows installer service could not be accessed

I purchased a Dell laptop running Windows XP Home. I am
trying to install Microsoft Publisher 2000 from the
installation CD. When I do, I get an error message which
says "The Windows Installer Service could not be
accessed. This can occur if you are running Windows in
safe mode, or if the Windows Installer is not correctly
installed. Contact your support personnel for assistance."
I am not in safe mode, and I am able to install other
software using Windows Installer. I also know Publisher
2000 is compatible with XP (Professional), since I am
able to install Publisher on my desktop. Does anyone
know how to work around this??

Did you get this error message?

"The Windows Installer Service could not be accessed. You may be running in
Safe mode or Windows Installer may not be correctly installed. "

If you did then follow the instructions on this website and your
installation files should work again.

I have same problem suddenly. Windows XP pro. I checked the registry
and it is valid, and a valid exe is sitting in system32 directory.
