Windows Installer Service cannot be accessed

Hi Can anyone help.

Trying to load some software and the message appears
that "Windows Installer Service cannot be accessed. This
can occurr if you are running windows in safe mode, or if
windows Installer is not correctly installed.

What do I do???

Usually it's because the Windows Installer 'service' is
not running. To see if it is and to enable it if its not,
click on Start >> Run, then type "services.msc" without
the quotes... Find Windows Installer under the NAME tab
in the window that just appeared. It should be AUTOMATIC
in the Startup Type tab. If it says DISABLED, then right
click it and select properties. In the window that just
came up, look for the Startup Type dropdown thing in the
GENERAL tab. Now select AUTOMATIC from the dropdown menu.
Now click Apply and OK. If it still doesnt' work, I guess
you can pick ENABLED from the menu, but only do it IF
AUTOMATIC doesn't work. This SHOULD solve the problem
