Windows Installer is continously busy to work!!!!

every time I turn on my HP's PC (running XP professional), windows installer
trys
to install some thing. it ties up my PC for the whole day of working even
if I cancel it re-starts after sometimes. A message box appears while opening
/& closing of the programs and browser, which halts the program/browser for
some times or delayed starts or stops working.
The trouble shooter suggested that the Windows Installer 3.1 may have not be
installed properly and needs to be re-installed.
I downloaded WI3.1 from microsoft and while running it says you already have
the best. I didn't tried my CDs pack.
Then in safe mode I removed the WI3.1 and again tried to install directly
from microsoft site and it again says that I have the latest version and this
can't be installed.
As I have removed the WI3.1 I was worried how I will re-get it now.
On clicking the browser, windows message box appears telling that I need
windows installer to run the program and it re-installed the windows
installer on clicking OK (no other option to cancel) & again on every start
of the program or even in idle state Windows Installer is working and
working...and for what, I dont know..

Try running the Windows Installer Clean-up utility :-

That I had tried already and have onceagain downloaded as guided by you and
run the same, but it also says the same thing "The windows installer service
couldnot be accessed. This can occur if you are running windows in safe mode
or if the windows installer is not correctly installed." This is also
happening with other updates.
Can you help, pl.

I can run windows in safe mode, do I still need to repair?

I can run windows in safe mode, do I still need to repair?

The choice is up to you. Earlier today I did a repair install to a
machine used by one of our Senior Research Officers because even though
it would boot normally, Internet Explorer was not working correctly
(plus there were a number of other problems).

Remember to back up your important data just in case something goes
wrong. I have never had a problem with repair installs on any of the
machines in my department, but, I still back up the users data before I
do any repair work or maintence on these machines.
