Windows Installer error message

This all started out with a failure when trying to install
Earthlink's Total Access 2004. (Actually I had the same
problem with the 2003 version as well). Here's how it went:

Earthlink installer failed when msxml3.msi returned a 1601
(?). There is no msxml3.msi on my system anywhere. There
is an msxml3.dll.

Went to Microsoft and found all kinds of stuff for msxml.

Tried to load some msxml stuff and got a message that
said: "The Windows Installer Service could not be
accessed. This can occur if you are running Windows in
safe mode [which I am not], or if the Windows installer is
not correctly installed. Contact your support personnel
for assistance." Sorry, I have no support personnel.
Unfortunately I don't have a clue either.

If anybody can help me with this I'd be forever in their
debt.

you could try running 'msiexec /regserver'.

This fixes a lot of problems that Installer has.
