WINDOWS INSTALLER could not be accessed

On a WIN2K server, suddenly I can't install application getting this
message:

WIndows Installer
The windows installer could not be accessed.
This can occur if you ar running Windows in safe mode, or if the WIndows
Installer is not correctly isntalled/.

Noticed that Windows Installer was set to manual, changed to Automatic,
started the service, and still I get the above message,

Did it mention error 1719 (should be in your eventlogs)? Have a look at
q315346.

There are some interesting articles in the Knowledge Base
on Windows Installer. Mine became erratic after I
installed SP3 and the Blaster patch. And, some suggestions
were posted in late July in this NG (or Setup and
Deployment) which might be helpful to you, although they
were inapplicable to my problem. I found the posting via a
Google search.
