Everytime I boot up a window appears on the desk top with "microsoft
installer" in the heading. It then opens up another window and attempts to
install an application that was removed (uninstalled). It appears everytime
I boot up and I have to keep on hitting the cancel button about 10 times for
it to finally go away. It just keeps searching for a program that it not
there. I've removed windows installer and reinstalled it but nothing works.
Any suggestions?

Run the windows installer cleanup utility on line 84 right side.

I ran the cleanup utility as your suggested and checked everything except
compress old files but the I get the same problem --- windows installer is
trying to install an application that's been removed. Other suggestions.
This all started shortly after installind windows installer 3.1 which I have
removed and reinstalled with no luck.

Is this a possible solution? In Windows Task Manager the application that
its trying to install is in the window what if I go from the Application
window to the processess window and end the process. Will that solve my
problem or just create more headaches.

If you end the process it will just restart when you reboot. Have you tried
reinstalling the program then uninstalling again. What application is it?

Use the System Configuration Utility to stop the application's installer
from starting.

Go to Start>Run and type (without quotes) "msconfig" [enter]. This
brings up the System Configuration Utility. Look on the Startup tab and
find the probable culprit. Uncheck the box next to its name, Apply and
OK out. You don't need to restart immediately, but the next time you do
you'll get a dialog saying you've used the Utility. Just tick the box
that says in effect, "don't bother me about this again".

It sounds like you didn't get a clean uninstall of the application. You
may need to install/uninstall it again. Since you didn't mention the
application's name, I'm assuming it is a legitimate program and not
malware. If it is malware, do the above work with msconfig and then
clean up your computer:
