Windows "Help and Support" in Chinese

When I use Win XP "Help and Support" from the Start Menu it displays in Chinese! I cannot figure out how to change it to English. I have made all possible changes in the "Regional and Language Options" Control Applet and it does not help. I also do not even have support for East Asian Languages installed. I do not have any MUIs installed either. I cannot find any Registry files for Windows XP or Office XP that would indicate Chinese is being used for help files. Also, when I install software from a CD or DVD which has a Chinese language version it defaults to that version. I am at a loss

It /is/ an English version of WinXP and Help & Support had been in English,
right?

Do you reside in a Chinese-speaking country?

Did some CD "choose" to use the Chinese-language install files /before/ this
problem began? Where did you get the CD and do you use P2P file sharing
software?

Tell me this: Can you successfully reach Windows Update, scan, download and
install updates?

Also: Copy/paste the following line into an IE Addressbar, click on GO, then
copy/paste the results into your reply:
