Windows Firewall won't retain settings

Windows firewall (SP2) is enabled only for my dial-up adaptor. My network
adaptor (network bridge) is unchecked as are all the exceptions. Don't allow
exceptions is unchecked. Frequently, the firewall will check File and Printer
Sharing without input from me leaving port 445 open and 139 closed instead of
both stealthed. This happens on both computers on my crossover cable network.

The knowledge base article did not address my post. I am not having problems
with programs working with the firewall-I am having problems with the
firewall remembering my settings.
