Windows File Protection Error

The folowing has been showing up for at least a week now. Any idea how to
diagnose and fix? I'm running Windows 2000 Professional (5.0, Build 2195)
with SP4

Description:
Windows File Protection could not be initialized. The specific error code
is 0xc000000f.


Mabey you can help with another unrelated problem also. After every
re-boot, I get an error "dxdllreg.exe" has failed and the program needs to
be re-started". I've re-installed DirectX (9.0b) multiple times with no
success. Dxdiag shows no problems except that "the file ddraw.dll is an old
version... re-install DirectX for the latest version" which dosen't fix the
problem.
