Windows failed to initilize the sockets: error code 0

I am suddenly not able to get on-line- I called SBC Global
(My ISP) for assistance. They had me attempt to ping an
IP address on the public internet. I received the
following error:

Windows failed to initilize the sockets: Error code 0.

I tried re-installing XP but it didn't fix the problem
