Windows explorer wants admin rights to run

I have a user whose computer refuses to run explorer without the user
having admin rights locally. When a non admin logs in, its as if the
shell was not correct. No taskbar, no desktop icons, nothing.
Attempting to manually start explorer by using Task Manager -> New
Task, doesn't open explorer. Or if it does, it opens and closes so
fast it doesn't appear in the processes' part of Task Manager.
Granting the user admin rights, explorer starts up and runs fine. The
shell settings seem correct, all users have access to the system32
folder.
Any thoughts would be helpful.
