Windows Explorer Search Failure

Running XP Pro with all updates.

I'm having problems searching for "word or phrase in file". If I view
several files in the folder in question, I can see that the text exists.
But, the search feature doesn't find them. These are NOT encrypted files,
and on another computer, with the same OS, the search feature works fine.
The two machines are side by side, so I can compare and be sure that all
search options are identical.

Any suggestions?

If you are using indexing service, recent changes don't appear until the
Content Indexing Service (cisvc.exe) runs. If you're searching for files
that have been recently renamed, turn off indexing for a real-time search.

Precede searches for all or part of a filename with
@filename

Precede all word or phrase searches with the exclamation mark
!

!"word or phrase goes here"

@filename
or
#filename
or
!"word or phrase goes here"


followed by all or part of the filename you are looking for

and you must put it in the "A word or phrase in the file: input area

Wildcards * and/or ? are allowed:

xpsearch
xpsearch*
*xpsearch*

These are files that haven't been updated in months.

What's the purpose of the exclamation point in the word/phrase search?
