windows explorer properties not working

I have XP Home edition service pk3. When i right click on a program in
windows explorer i get an error message "windows explorer has encountered a
problem and has to shutdown"

Right-click errors are most often caused by third-party programs that put
entries into the context menu. The easiest way to manage these is with the
free ShellExView:
