Windows Explorer in XP home

I cannot access Windows Explorer or Internet Explorer and
receive the same error for both. See below. Any
suggestions? Installed programs seem to work fine, and I
don't have any problems booting up. I tried downloading
Internet Explorer 6, but it doesn't work and may have
caused these problems.

Internet Explorer has encountered a problem and needs to
close. We are sorry for the inconvenience.

I don't think so. I did re-install my SBC DSL and it may
have been a part of that install.
