Windows does not remember window settings

I recently purchased an HPa367c which works quite good
except for 1 annoying little problem. I set my View
settings just the way I want them, and when I restart the
computer, they go back to the way they were before. I like
to show menus only in the toolbar. I have used "folder
Options" to tell windows to "remember each folders view
settings" and I have cliked the button "apply to all
folders". When I restart the computer "Standard Buttons"
reappears even though I have turned them off numerous
times.

I have read and followed the advice in the KB article
below, but with no luck.

Other ideas would be great.
