Windows does not reboot or shutdown properly

Have a brand new machine, latest hardware, fresh install
of XP, latest drivers, no hardware issues, no errors in
the event viewer.
So far no other software has been installed.
When I shutdown XP, windows goes through its proper
shutdown procedure, the machine does not shutdown,
monitor is blank but on. Machine stays on.
Same issue with the reboot prodecure.
Only way to shutdown is to push the power button.
It was shutting properly before, not sure when this issue
started, I believe when latest installing the chipset
software from Intel, (not sure).
Any solution for my issue?
