WIndows display screen; Task manager locked

I have been having problems with a virus and am attempting to clean my
machine. Now when I reboot, The green bar at the bottom of the screen is
gone, so I can't hit START, or whatever program is open. Also, when I hit
CNTL,+ALT+DEL, it says the task mangager is locked by the administrator. It
is on a home PC and I am logged in as the administrator. Any information is
appreciated

It would seem that you haven't got rid of the virus yet. Try an online
virus check for a 2nd opinion:
