windows control buttons display as numbers

lWindows 2000 server SP2. Other things work fine except the contro buttons do
not display correctly. For example the three buttons at top right of the
window (Minimize, Restore Down and Close) Which normally display as _
(2windows) and X
but instead I got 0 1 and '
also the right arrow (like when you click Start and there is a little Right
Arrow on the right hand side of the Programs for the expansion) I got 8
instead of >
This is really difficult to search anywhere. I don't even know what they are
called.
Please can anyone help.
