windows contents while dragging

An annoying problem that has been bugging me since I
received the new Dell 8300 with WinXP-Pro.
Everytime I reboot, the windows loose their ability to
display contents while dragging. I have repeatedly
checked the option on "adjust visual effects' control
panel.

Once it is checked again, the windows display the
contents, till I reboot, and then the setting is lost
again!! Does anyone know what's going on?

I have ATI Radeon 9800-Pro with 128 ram.
