Windows changing focus

Windows XP machines, running SP 2. I have a Peoplesoft (7.6) application
running, with Lotus Notes or IE running in a separate window. My problem is:

When my users click on an input field to enter data, the Peoplesoft window
loses focus and the Notes or IE window come to the forefront and take focus.
It's an intermittent problem, and I have been unable to find any reason
therefore. We did turn off advanced language features as described elsewhere
on MS website, but this has not eradicated the problem. I have almost 900
users and have to find a solution. Any ideas?
