Windows cannot open template file

Anyone happens to know why I am getting "Windows cannot
open template file" when I try to access Default Domain
Policy GPO >Computer Configuration>> Windows Settings>>
Security Settings.

In addition to that, several sub-categories under Security
Settings like Account Policies, Local Policies etc. have
vanished. As a result I can not modify domain-wide
security policies. Sure I can always create a new GPO and
link it with OU or root first priority, but I would rather
like to solve the issue before going for work-arounds.

This has happened on a Windows 2000(SP4) Domain (on all
domain controllers), and is specific to Default Domain
Policy and two other GPOs linked to OUs, while on other
GPOs I can still see and modify Security Settings as
normal.

Google search has found only one hit:

I have had the same problem and have found that you have to rebuild th
Default Domain Policy. This can be done by going to Microsoft's websit
and downloading the Windows 2000 Default Group Policy Restore Tool. I

The only bad thing is, because you are recreting the default domai
policy all your settings will be lost. What I had to do was load up MM
and load the Security Configuration and Analysis snap in. Run a scan o
the computer and it will tell you what settings you currently have
Write them down and re-apply them when the Default Domain Policy ha
been recreated
