Windows cannot find error--HELP

Wxp-Pro ie 7

Every time I try to start a program from an icon on desktop I get this error
msg. Windows cannot find "file name" Try again but then the program comes
up?
Very frustrating any fix for this error? Tried verifying all system files
are correct no problems?
