Windows cannot access the specified device, path or file...

I get the error message on my XP machine: "Windows cannot
access the specified device, path or file. You may not
have the appropriate permissions to access the item" when
I try to run any application from my Desktop or from
Start. I have tried downloading Spybot - Search & Destroy
1.3, Hijack This but they fail. It seems any .exe file is
not opening. Can anyone please help.
