Windows and Internet Explorer not working

When I attempt to access any function of Windows Explorer (i.e. My Computer,
Control Panel, even Recycle Bin) I get the following error message:

Windows Explorer has encountered a problem and needs to close. We are sorry
for the inconvenience.

I can then get more info which provided me an "error signature" of:

AppName: explore.exe AppVer: 6.0.2600.0 ModName: helper100.dll ModVer:
0.0.0.0 Offset: 0006fbe1

No one, not even my pc manufacturer, can help me with this. I've been
referred to the Microsoft help pages, but there's nothing involving a ModName
of "helper100.dll"

Am I the only person who has experienced this??? PLEASE HELP!!!

One problem. I downloaded the scan program, but when I try to open it, I get
the same error message stating Windows Explorer encountered a problem... etc,
etc...

What is the "helper100dll?"

NT\CurrentVersion\Winlogon --

might be a location in the registry that uses it. Other locations might be
found with regedit, edit menu, Find.
