You are only permitted to install and activate one (1) copy of
Windows XP on one (1)computer. In order to activate your
second installation, you'll have to purchase a second license.

Here is your "backdoor" solution:

It is the same computer with 2 hd's one for backup using sp1 and the other
with sp2
it sounds rediculious to have to get a another licence for the same
computer. I am a minister and this computer is used for ministry work only .
if sp2 didn't have abug in it that causes some programs to stop working i
would have only one bootable drive. however it does so I have to have 2. I
like sp2's security for the internet that is why I got it.

Having to maintain two versions of XP seems a little extreme for
program compatibility. The programs in question - are they retail
or commercial applications or something custom created.
If they are commercial did you check the vendor's website for an
update to make them SP2 compliant ?
Can you post which applications they are. Perhaps we can run
down any SP2 issue(s) and get you a resolution.
As to running two copies on one machine, your best solution would
have been to Image the original SP1 XP instance and then restored
that image to the secondary drive & then apply SP2 to it. Anyway
keeping two instances still seems like a lot of trouble.
