Windows Activation Not Registering After Product is Activated

Formatted and reloaded a laptop with XP Pro. Used the same key for this
install that was on the previous install. Upon starting Windows XP the
activation reminder appeared and I launched the window. Window appear
stating that "Windows is already activated. Click OK to exit." but
activation reminder is still up.

Possible Resolution:

Boot into Safe Mode by hitting the F8 key while rebooting.

Go to Start > Run and type: regsvr32 regwizc.dll , and hit enter.
Then go again to Start > Run and type: regsvr32 licdll.dll , and hit enter again.

Apparently, and I can't say how, the above files became unregistered.
