Windows 98 PCs unable to read CDs created in XP

I'm using Windows XP Pro. I copy data files (not music)
to my CD-RW (the disk is 1x 2x 4x). I try to use the CD
on different Windows 98 workstations. Windows 98
workstations are unable to access/read my CD's created
with Windows XP. Any suggestions?

Do you have the same UDF (CD mastering) software installed on all systems?
