We know MS "licences" for XP and Vista differed from
their predecessors (e.g. Win98) in being limited to a
single PC and not transferrable to a different PC when
the first was scrapped. Should any reasonable person
expect MS to abandon 21st century licences for Win7
and revert to its 1990s policy?

Upgrade option is only for ONE PC and it is with the PC this option
was delivered with,

Also, Windows XP can not be upgraded to Windows 7, directly. And you
should not even try the "tweaks" of upgrading XP to Windows 7.

That depends on whether it's an OEM or a retail copy. Retail versions
can be removed from one computer and installed on another. OEM
versions are valid only for the machine they are first installed on.
This is not new with Vista, nor with XP.

I talked to Best Buy ....

Boy, was that a mistake. Best buy hires their staff based entirely
upon their utter lack of knowledge and experience. (Any knowledgeable,
experienced individual would be able to get a better paying job elsewhere.)

... about the Windows 7 upgrade with the purchase of a new
laptop. I ask if the Windows 7 upgrade was an OEM disk. They told me that
when you signup online for the upgrade, Microsoft would be sending a
Microsoft upgrade disk.

They lied. If you purchase a computer now, you'll get the free upgrade
from the same manufacturer, not Microsoft.

They left me with the impression that it could be
used on any XP or Vista system.

Again, if this is what they said, they lied. First of all, there is no
upgrade from WinXP to Win7. Secondly, an OEM Upgrade disk can only be
used on the computer with which it was acquired.
