Windows 2003 Server and fax setup

All,

i am currrently trying to setup fax server on a windows 2003 box, so that i
can only send faxs to certain locations.

presently when trying to go into the properties of the fax printer i get the
following message.

"You Do Not Have Security Permissions To Complete this Operation, Contact
the Fax Administrator for more Information"

Is there any where that i can get information that shows me how to setup the
fax services / server?
