Windows 2003 CALS?

We are on a NT4 server with 100 max machine connections.

I want to upgrade to 2003 server standard. Because of the price of the
licenses, I want to buy much less. I way over estimated the number of
connections with the NT4 (companies are supposed to grow right?). Anyhow, If
I have 50 connections and the 51st tries to connect? Is the user denied? Is
there a grace period until I have to buy more CALs?

BTW, sorry about posting to 2000 group, I can't find any 2003 group on my
server.

When you hit the maximum number of CALs and you're using a per server
licensing, then the next access is denied. When you use per seat
licensing, you can manage CALs manually.

All the ones that are windows.server.xxx are Server 2003 groups.

CALs don't cost that much. In your case, you'd be buying on open business
licensing, which would mean you'd get the server license plus your CALs.
Once you have your certificate of purchase for your original purchase, you
should be able to order as many as you need in one offs.
http://www.microsoft.com/licensing/default.mspx will give you a brief
overview of MS licensing programs. Software assurance is good, but not
mandatory.. Just make sure you buy enough to have some "breathing space".
