Windows 2000 Local Policy/Run Command

I just got brought into the company, and am trying to make some changes. The
former NA made local policies that affected the administrator logon too. He
removed the everything from the start menu and desktop(i.e. run command,
network places, control panel)...how do I get them back

Haven't you Googled for: local policies

If it was something simple, I would have found an answer with google, but I
can't get into any of the things that you use to set up local policy...run
command, control panel...etc.

Hii, you can still access hotkeys. Now to get back ur start menu items do
windows button + R pops up run box. type gpedit.msc <enter>

This will open local policy settings there shd be 2 subtrees under local
computer policy. go to "User Configuration".
Select "Administrative Tempales" in User Configuration
now start menu and taskbar a settings tab should open u can simply select
the option to enable and disable all startmenu options will be here.

local computer policy > user configuration > administrative templates >
start menu & taskbar
