Windows 2000 does not start up properly - weird behaviour.

Last time i booted normally, i started seeing following :
Windows 2000 boots up ok until logon screen Ctrl Alt Delete
I enter username/password,
It logs me on...
It even tries to restore some network connection where-in I press Cancel.
After that it hangs and toolbar and other desktop settings do not appear.
It stays hung there........!!!
Now if i press Ctrl Alt Del and bring up task manager, im able to start a
command prompt using cmd. I can even go and start up Netscape Navigator from
cmd, also im on the network...but somehow my desktop does not appear. I can
even goto my CDROM drive via command prompt.......

Regedit works, notepad works etc. However INTERNET EXPLORER DOES NOT START UP.

Im not sure what to do !!!!!
Any help???

The last thing i did was install a HP officejet printer but that seemed a
harmless task. I also installed windows update for Windows 2000 Service Pack
4 recently........

Cud it be a virus ?????Any help .............................

Does this happen everytime you start up now or have you not tried rebooting
yet. If you have not rebooted the machine run explorer.exe from the Task
manager (If it is running kill it and run it again). Usually your desktop
disappearing means explorer.exe crashed.

yes it happens for every reboot
- normal reboot
- safe mode reboot with or without networking etc

One thing i notice is just when it logs on, for a moment i see the bottom
toolbar on desktop (start etc) flashing but then it disappears....
I cant start explorer.exe or iexplore.exe via the command prompt or task
manager.....no error is seen....Is there a log somewhere i can see
????????????????

I tried boot logging, but cud not figure out much.
I did see some entries like

See here:

If that doesn't work try repairing Internet Explorer. Use Task Manager
to launch a Command Prompt (cmd). At the command prompt access the
Control Panel>Add/Remove Programs with this command: appwiz.cpl
Doubble click "Microsoft Internet Explorer" click "Change/Remove" and
select Repair option. The Internet Explorer Repair Tool is also
available at the Command Prompt, see here:

Description of the Internet Explorer Repair Tool

If you can't repair IE you will have to reinstall it.
