Window/Screen Moving Up and Down

Sometimes when I am viewing a site my screen/window jumps up and down. It
acts like if I am scrolling the screen up and down. What causes this?

A wireless mouse may do it but it should also happen in other windows
if so. I got rid of mine because of that.
