Window Focus

I know this is a setting that i have changed unrealizing the full effect of my actions, however, right now, i have the problem that, when i try to change focus or attention to another window, the miniature toolbar on the taskbar starts flashing but i cannot get it to restore to full size by double clicking it; i have to minimize all other windows and actually click on the window itself before it stops flashing. How do i make it not do this? I want it to go back to normal, but i cannot figure out what i did to make it do this. Any help would be appreciated. Please send me an e-mail.

When a window that does not have focus is updated by its program, the
default setting prevents it from becoming the foremost (top) window,
instead, it flashes in the taskbar.

HeldUp is the easiest way to stop windows from disappearing behind other
