Error message says that setup cannot continue.

What is going on and what do I do about it?

You might want to do a fresh install rather than an upgrade. Make sure
you have all you important data backed up and your Win98 CD handy.
Doing an upgrade (when it works) is faster and easier but doing a
fresh install is more reliable.
