Win2K Workstation reboots when "Applying Security Settings"

We upgraded our NT4 domain to Windows 2003 last Thursday (in-place
upgrade).

Since then we have had three Windows 2000 SP4 workstations that reboot
when starting up. As the display shows "Applying Security Settings" the
PC reboots. You never get to a CTRL-ALT-DELETE.

If you disconnect the network cable the workstation boots fine and you
can log on using cached credentials and then connect the cable/network.
You can then log off and back on all day with no problems.

Any ideas???

Right-click My Computer, select Properties, then the Advanced tab. Under
the system failure section, un-check the automatic reboot option. Then you
can see what error is causing the reboot condition.
