Win2K USB Error

I am trying to use a Palm M515 usb device. When I go to
synchronize it is asking to load the USB driver. I point
it to the correct driver but windows gives back the error:

"An error occurred during the installation of the device.
The system cannot find the file specified"

After the error message it allows the palm to sync. So
the driver is working but everytime you go use the device
you the error and it asks to load the driver. This is a
problem because our users do not have rights to install
anything so when they are logged in it does not even give
them the option to load the driver. I believe it may be a
Windows 2000 issue because it does this for any USB device
I try to load. I tried loading a USB Card Reader keyboard
and a Lexmark USB printer. Had the same problem with
both.

Think I have to reimage?

Give the user admin rights , log in as the user, install
the device, then take away the rights and it shouldn't ask
them anymore
