Win XP - won't let me erase some junk .DAT file that seems to have a virus as per Norton

Hello,
I have two questions -

1) I have a file on my computer that I cannot erase even as an
Administrator - it tells me that I don't have the permission or it
said something about HD not giving me the write permissions or
something like that. Does anyone know what I need to do to get rid of
this file? A friend suggested that I can only do this through a Safe
mode - is that right? Norton seems to think that this DAT file has a
virus and I just cannot erase it for some reason.

2) If I do log into the PC with Safe mode, how do I change directories
using DOS commands when a dir has a name composed of several words
such as "Documents for Desktop Publishing Learning.v.1" directory? Do
I include it in quotes or something?

If the file is called User.dat, it's the registry!!!!!

Type Dir/p at the command prompt, and you'll see the names of the
directories with a little symbol in like C:/My_Docu~ just use that name
to CD to and you'll go there.
