I am going to buy a Dell dimension which will be shipped
with WinXP Home - can I upgrade it to Win XP Professional?
What are the differences between Win XP Home Edition and
Win XP Professional Edition?

Dell offers an upgrade to Windows XP Pro for about $71.00. If you require
the additional features of XP Pro, you should order your new Dell PC
with XP Pro. Otherwise, you'll end up spending about $199.00 for a
"retail upgrade version" of XP Pro later on.

If you don't already know the differences between WinXP Home and
WinXP Pro, it's unlikely that you'll have any need for the extra
functionality of WinXP Pro.

The WinXP Home and WinXP Pro versions are _identical_ when it
comes to performance, stability, and device driver and software
application compatibility, but are intended to meet different
functionality, networking, security, and ease-of-use needs, in
different environments. The most significant differences are that
WinXP Pro allows up to 10 simultaneous inbound network connections
while WinXP Home only allows only 5, WinXP Pro is designed to join a
Microsoft domain while WinXP Home cannot, and only WinXP Pro supports
file encryption and IIS. (Oh, and WinXP Pro usually costs roughly $100
USD more than WinXP Home.)

While you could order the computer with WinXP Home and then later
upgrade it to WinXP Pro, at a cost of @ $200.00, it would make more
sense, economically, (if you really need WinXP Pro) to order the
laptop with it already installed.
