WIN XP Changes Drive Letters

About every third time I start Win Xp Pro, drive letters
are automatically changed. I will have to go through a
system restore to go back to a working restore point that
has the correct drive letter assignments. This happens
regularly and is becoming very annoying.
How do I make the drive letter assignments PERMANENT?????
The hard drives and cd-rw drives installed are:

C. Hard Drive (internal)
D. CD-RW Drive (internal)
E. Hard drive (Maxtor usb 2.0 external)
F. CD-RW (Plextor CD-RW 2.0 external USB)
G. Card reader Drive in HP Printer
H. Hard Drive (Maxtor usb 2.0 external)

What would help is to give your Maxtor drives a volume label so that when
you plug one of them back the system knows which drive it is. With your
Plextor and the Card reader, that may be more difficult because you can not
give a volume label that would be constant, but try to assign letters high
enough so that nothing will push them up. Regardless of how you assign the
drive letters, always leave some room just above your Internal D for any
unknown drive. I would skip E,F,G.H just for such situation.
