Where do I go (in XP) to create the Windows XP boot diskette that I didn't
bother to create when I installed XP?
I can only find how to create a "DOS" boot disk, but I don't think it is the
same thing.

The windows xp cd is bootable so you don't create a boot diskette like you
did in other versions.
You can, however, create an emergency boot disk that will boot you to the
windows xp desktop. For details on creating this diskette visit my website

The Windows XP installation CD is also a "startup disk" or ERD
and contains the tools necessary to perform repairs.

It is. And is only useful for booting a basic DOS so as to do something
like run a BIOS flash (It does not know NTFS and has no DOS external
commends). For any more extensive DOS, a Win98 startup floppy is
better. For maintenance of XP you boot the CD to the r repair mode
