Win Install "update.exe" is not valiid win32 app

Win Defender requires Win Installer 3.1.
MSFT site has download of 3.1 (v2).
When I attempt to install WinInst 3.1 I get an error msg that it is not Win32.
I am lost so your help will be appreciated.

Hello Mark,

That link was far above me. I didn't see anything like my error msg and I
haven't the knowledge to have ever adjusted any setting so the parts about
"resetting" etc. are not me. I am not sure that "install some updates or
programs" fits.

Win Defender required Win Install 3.1 so I downloaded to my desktop. When I
click the exe file it starts and then stops with "update.exe isn't win32." I
guess the update is part of the Win inst etc. exe.

Any thoughts?
