Win 2000 Server Locks Up after logon - Please Help

I have a small business server 2000. Everything was running fine then
someone installed an older version of office. Since then I have not been
able to login. I will come up and prompt for login usr/pwd and starts to
load the policies and profiles then just sits there. I try to login in safe
mode same thing. If I hit ctrl-Alt-Del I can get into task manager and
logoff/shutdown. Nothing is in the applications section and under processes
I cannot shut any processes off. I tried to use the system restore command
and it asks for a password. I type it in and it says it is incorrect however
I can use the same password and it works in Windows.

Try loading "last known good configuration" and if that doesn't work
restore system state from tape.

I have tried last known good configuration and nothing has changed. This is
one of our test servers and I do not have a tape backup and there are no
workstations hooked up to it. What I don't understand is that the password I
have used to login with does not work with the recovery console. Any Ideas?

Hook up a workstation to it.

It's the same password that the local administrator account was set to
when you originally installed it.
