Will Vista Parental Conrols block HTTPS Proxy sites?

I have been made aware recently that many software filters will not block
HTTPS Proxy sites. Does Vista have the ability to block such sites?

Vista will block sites based upon rating or content - but cannot
automatically block some sites that aren't categorized. In this case it's a
simple matter to add the site to the "Blocked Sites" list in Parental
Controls.

Having 2 teenagers myself, I constantly screen my router traffic for
questionable sites that the kids may be visiting - then I either block them
in Vista or in the router. Vigilance is the watchword here - luckily Vista's
Parental Controls have a reminder to check the accounts periodically.

I understand that there is a block list. That is similar to most other
internet filters but my question is whether it will block an HTTPS website
like https://proxy.org? The inability of most filters to block such sites
makes them useless.

Will Vista block https://proxy.org if it is added to the Parental Controls
block list?
