will not restart from the restart button at the start menu

When asked to restart, First the start button, then the
restart button, but will not restart, pressing the power
to shut down and then start up is the only way it works
for me.
Please help.

PS I just finished a complete hard drive recovery
( windows xp home } for other reasons, and was hoping
this would help. noway.

The reason the HDD recovery did not help might be because the same software
whose incompatibility caused the initial problem was reloaded. The articles
at Jim Eshelman's site should be helpful.
