Why outlook invites 1 hr off when emailed to recipients calendar

When I email an event invite from my outlook calendar, the time is off by 1
hour when certain recipients (not all) save it to their outlook calendar.

Can anyone explain how to correct this problem?

My guess is that they have installed the daylight time zone change for
Windows but not for Outlook. Search Microsofts's KB for tzmove to get the
details. You should consider making sure you have both patches - for the OS
and for Outlook, yourself. You should use tzmove even if you have Outlook
2007 as its updates are more recent than the OL2007 tool.

Any DST patch should not have an effect on Outlook until after March 10. If the event the OP is referencing is after that date, that could be the problem but only for 3 weeks in March and 1 week in November.
