Why is there is no syncronization tab?

I have XP Professional and Outlook 2003.

When I right click a folder in the navigation pane, there is no
syncronization tab and I can't see how I can syncronize folders.

Syncronising is what happens when outlook checks for new mail. In email
accounts there are two settings
1) send/receive on starting
2) poll for new mail every xx minutes - set this for 10 minutes
both items should be checked
