Why is Flash content affecting layer visibility

I am using FrontPage 2003 and have built a nav bar using 3 layers. I then
inserted a Flash movie, first into my table layout, then trying another layer
with a z-index of 1. Part of my navigation pops out to the right over my
Flash movie. However, no matter which way I insert the movie, in the table or
in a layer, it appears OVER my navigation, blocking it out. I am new to
FrontPage from GoLive, so I apologize in advance if this is a simple fix I am
somehow missing. Any advice is appreciated.

All Active content on a page will always rise to the top, so to speak,
including Flash, certain form elements, Java applets, and Active X controls.
This means that each of these will poke through layers. There is not a good
cross-browser/platform reliable way to solve this issue, but if you can be
confident in your visitors using IE 5+ or NN6+, then you can use the Flash
wmode parameter.
